Agenda Item 1: Application and Implementation of CIDIN procedures in EUR Region
DESCRIPTION OF RUSSIAN CIDIN CENTERS
(Presented by the Russian Federation)

1. Introduction
An "AFTN network node" switching ICAO formatted messages has been designed and implemented in accordance with the INTERNATIONAL CIVIL AVIATION CONVENTION - ANNEX 10.
The node handles telegraphic lines (AFTN protocol), data lines (CIDIN protocol) and provides CIDIN-X.25 gateway: so it can be connected to:
  • World wide telegraphic network for Civil Aviation messages
  • World wide data network for Civil Aviation messages
  • National packet switching network (X.25), using Permanent
  • Virtual Circuit in transparent mode, as simple line
The CIDIN protocol performs TRANSIT (LONG PVC) function as well as the RELAY function. Moreover the usefulness of CIDIN-X.25 gateway must be emphasized because it can produce economical and functional remarkable advantages.

2. Hardware Configuration
The modularized HW configuration is composed by:
  • Non-stop Application server (TANDEM)
  • Redundant Communication Server for data lines
  • Redundant Communication Server for telegraphic lines
  • Multiplexers to interface the telegraphic lines, each one buffered and with the intelligent handling of double connection to Telegraphic Server
  • Up to 6 Work Stations for SUPERVISOR and/or OPERATOR functions handling the installation, the messages traffic and the reconditioning of wrong messages
A redundant local network connects all these components. The installation itself is able today to guarantee a traffic of more than 8 messages per second.

3. Automatic Services
A very high level of automatization for the supplied services has been achieved. The most interesting functions, among those automatically supplied, are the following:
  • Absolute safety of incoming messages flow.
  • Handling of incoming/outgoing standard service messages.
  • Re-direction of incoming/outgoing wrong traffic on reconditioning queues joined with the Operation Station.
  • Assignment of outgoing CSN
  • Synchronization on incoming CSN or request of message retransmission in case of sequence gap, according the selection executed, Route by Route, during the configuration Phase.
  • Incoming telegraphic messages flow handling via TI (CI-CSN) according ANNEX 10 VOL.II 4.4.1.4.
  • "CHANNEL CHECK" (CH) handling, as User defined during the configuration phase, both in input and in output according the "CH-PROCEDURE" described in ANNEX 10 4.4.II.1.5 and 4.4.18.4.
  • AFTN or CIDIN syntax control according IA-5 or ITA2 formats (ANNEX 10 VOL.II 4.4.2 and 4.4.18) and EUROCIDIN FIRST EDITION par.3.2.6 with handling of tolerance set according the ICAO document 8259-com/553/4 par.5.7.
  • AFTN format conversion according the code (ITA2 or IA5).
  • Code conversion for the outgoing traffic in ITA2 or IA5 according the transmission line format selected during the configuration phase.
  • Handling, Rout by Rout, of the following functions:
    • Barred permission
    • Stripping and Shortened of the address line
    • Diversion of messages in transit
    • Reroute of messages staying in output queue toward a specific Rout
  • Collection of time statistic (by hour) during the operating phase.
  • Assembling of statistics by day and by month.
  • Handling of:
    • traffic journal
    • variation log
    • "indication log"
    • report log
  • Files organization improvement in order to increase the of the system and particularly the speed of the research function.
  • Research of the already transmitted messages and retransmission of complete sequences on addresses request.
The automatic services set of the system relieves the working load, reduces the operator's tasks and therefore the level of stress and the errors possibility (risks of traffic duplicated, delayed, lost).

4. System Administration
A particular care of the system is the handling aspect which presents two levels of administration:

SUPERVISOR LEVEL OPERATING LEVEL
   using User friendly graphical interfaces.

Traffic Supervision
The following functions are the object of this level of system handling:
a.    The administration of Operating System (UNIX SYSTEM V)
b.    The configuration and the handling of the station in terms of:
  • use of ICAO assigned addresses
  • assignment of broadcast addresses
  • Route
  • parameters of telegraphic lines and data lines
  • Ax addresses (handling modality of CIDIN Exit Center)
  • assignment of modality use of:
  1.    CSN
  2.    TI
  3.    CHANNEL CHECK
c.    The "monitoring" and the consequent handling of:
  • Log of indications and changes
  • Actual state of telegraphic and CIDIN lines
  • Actual state of system internal queues
  • Actual state of the journal
  • Statistics of traffic and functioning
d.    The reception of messages of type "INDICATION" of functioning.

ATTENTION !!!
As the work stations are sharable by Operators and Supervisors the up-grading functions joined with the supervisor level (a. and b.) are protected by password.
Option enabling the exchange of messages in a different alphabet (no Latin) is available.
If selected, the Supervisor must configure also this functionality for each line.

Network Operator
The following functions are the object of this level of system administration:
a. Messages handling:
  • non standard
  • standard but non automatizable
  • used by CIDIN Operator
  • used by Center Operator
b. Reconditioning of wrong messages
c. Researches on journal of messages
d. Report handling
e. Reception/transmission of messages

ATTENTION !!!
The research of messages is done using keys selected by the User and each others related via logical expressions.

5. The State of The Art
The system has been designed and installed in seven sites of Russian ICAO network (Moscow, Sankt Petersburg, Rostov, Ekaterinenburg, Novosibirsk, Irkutsk, Habarovsk) starting from October 1995. Map of Russian CIDIN Centers is showed on Fig. 2.

At the same time a packet switching network (X.25), with nodes located at the same sites, has been installed: so that the transport results optimized using this technology with no loosing some peculiar functions of CIDIN protocol.
